What should I do next.?

Have tried to report an under sheriff physical abuse during an arrest, to the local police, and to the sheriff, both did not fill out any paperwork, they say there is no suck form or paper work to be filled out that they will take care of it. At the Dentension they will not give the victim of this any paper to report it either, they are being held on a probation violation, for contact with law enforcement, charged with resisting arrest and battery on police officer, the only battery was the officer on the handcuffed female victim, but the officer says he has teeth marks where he was bitten, well the victim has no teeth, they had they stomack pumped against their wish, but was clean, clean on a UA, is only 4 months from being off 4 yrs probation, judge released her to me no bail on what he knows are bad charges, but probation officer will not release her till other charges go away, so far over a week now still there, what is my next step, state police, ACLU, Media, High priced lawer we can't afford, should we sue the city... any and all help needed thanks, I just want was right get her out
