If Rush could have hired ANYONE, why did he hire the ACLU?

If Rush could have hired ANYONE to get him out of jail, why did he hire the ACLU? But gosh-dang-itt, why is the ACLU so EVIL to him, except when he needs to be bailed out and re-gain permission to take his Oxycontin and other Drugs?
