Is he doing something illegal? Can he be punished by the school?

Immature and childish? Absolutely. Illegal? Don�t think so. It may be against school rules (particularly if it is a private or Catholic school) but not illegal and what would the punishment be anyway, as he is graduating? Sorry if you are offended by this but just remember that freedom of speech and freedom of religion work both ways.
