California is releasing 42,000 felons... How can the police protect all the people?

here in L A county , the honest citizens cannot get a concealed weapons permit because the police will not give them out.. How are they going to protect us? The rate of criminals doing more crime is overwhelming.. We are in danger and cannot protect ourselves, who will sue the county and state and fed govt first ? Where is the ACLU ?
